Abstract
The Copenhagen Criteria laid the groundwork for the integration of Central and Eastern Europe, including the Balkans, into the European Union. To achieve EU membership, countries must undertake significant reforms to align with EU legislation and standards. This process enhances their capacity to implement EU laws while gaining closer cooperation with the EU, which offers benefits, such as access to the single market, economic and financial assistance, and support for rebuilding and development. Progress under the Stabilization and Association Process gradually brings countries closer to EU membership.

This research focuses on Albania and seeks to identify the key factors hindering its EU-integration, analyzed through the frameworks of neofunctionalism and liberal intergovernmentalism. The study concludes that while Albania has made progress, significant challenges remain, particularly in strengthening institutions, the rule of law and economic criteria before the country is fully prepared for EU-membership.
