- Abstract
- This paper explores the impact of recent policy reforms on civil society in Sweden, including the new Civil Society Strategy. Historically Sweden's civil society organizations (CSOs) have played a crucial role in enhancing political participation and accountability, strengthening democracy and human rights. However, recent changes have raised concerns about reduced communication, transparency, and civic space. - This paper explores the impact of recent policy reforms on civil society in Sweden, including the new Civil Society Strategy. Historically Sweden's civil society organizations (CSOs) have played a crucial role in enhancing political participation and accountability, strengthening democracy and human rights. However, recent changes have raised concerns about reduced communication, transparency, and civic space. By examining how these decisions were made and the level of civil society consultation, this study provides insights into the conditions affecting civil society’s role in policy development. The theoretical framework section introduces Accountability Theory, Deliberative Democracy Theory, and Institutional Theory which is used to analyze the findings. To answer the research questions, Strategic Partner Organizations (SPOs) and SIDA have been interviewed in regards to the new Civil Society Strategy. The paper concludes a lack of communication and transparency from the government when making these decisions. The absence of clear plans or contracts severely impact program activities and organizations ability to operate, with the potential to halt them entirely. Allowing the state to take over distribution to civil society around the world does come with a number of issues as a state actor cannot operate in certain spaces and contexts or have access to the same networks or connections.
