- Party’s election manifestos can have several functions like building the foundation for governmental action and are therefore of pivotal importance. However, research on the process of how European parties create their election manifestos is limited. This thesis aims to develop a theoretical model chronologically illustrating subjective perceptions about the 2023 election manifesto creation process of the German party Alliance 90/ The Greens in the federal state of Hesse. - Party’s election manifestos can have several functions like building the foundation for governmental action and are therefore of pivotal importance. However, research on the process of how European parties create their election manifestos is limited. This thesis aims to develop a theoretical model chronologically illustrating subjective perceptions about the 2023 election manifesto creation process of the German party Alliance 90/ The Greens in the federal state of Hesse. Thereby the focus lies on the incorporation of climate protection policies. The author relies on three party documents and four expert interviews with five members of that party. These sources are analyzed using a constructivist grounded theory perspective. In the result, the author co-constructs a model consisting of 16 partly chronologically ordered process steps. These include, that Alliance 90/ The Greens Hesse was constructed as having drafted its election manifesto including various ideas from its members. The final decision about the election manifesto was constructed as having happened through a party conference vote, which was open to all party members. Comparing the results to previous research suggests, that in the process of manifesto writing, Alliance 90/ The Greens Hesse used sources and structures comparable to those from previously researched European parties. However, fundamental differences with other parties arose concerning the final resolution of the election manifesto and no other party was described as having had a similar party conference design. A particularly strong contrast for Germany is visible when comparing Alliance 90/The Greens Hesse’s party conference design to the (between 1994 and 2013) mostly oligarchic final decision-making structures of the sister parties Christian Democratic Union and Christian Social Union on a national level.
