Abstract
The purpose of this thesis was to examine climate related human mobility in the Southern Africa Development Community (SADC). The adverse effect of climate change in SADC is mainly linked to increasing rainfall variability and a higher frequency or intensity of floods and droughts. These effects are a major challenge for human security. Climate change has emerged as one of the most pressing, unresolved concerns in the 21st century, which as of the moment still lacks a definite resolution. The purpose of this thesis was to examine climate related human mobility in the Southern Africa Development Community (SADC). The adverse effect of climate change in SADC is mainly linked to increasing rainfall variability and a higher frequency or intensity of floods and droughts. These effects are a major challenge for human security. Climate change has emerged as one of the most pressing, unresolved concerns in the 21st century, which as of the moment still lacks a definite resolution. This study sets out to examine the legal and policy aspects of climate and environmental related displacement. It assesses to what extent the SADC framework for immigration and climate related mobility in general and the specific instruments in regard to asylum in particular already offer adequate response to climate induced displacement and how the legal framework could evolve in order to provide an improved response to the phenomenon of environmentally induced migration. The study recommends for a holistic approach covering all the aspects of environmentally induced migration, engaging a comprehensive instrument for environmentally displaced individuals that would regulate the procedure and method, including the rights and obligations, for granting protection to victims of environmental displacement.
