Abstract
This master’s thesis examines the challenges and changes faced by voluntary local sections of the German Federal Agency for Technical Relief (THW). The study aims to identify key factors influencing volunteer recruitment, training, and retention within these sections, particularly focusing on the impact of societal changes, workload, training limitations, and administrative burdens on the volunteer base. Data was collected through semi-structured interviews with local section leaders across the country and analyzed to identify patterns and areas of concern. This master’s thesis examines the challenges and changes faced by voluntary local sections of the German Federal Agency for Technical Relief (THW). The findings reveal that smaller, rural sections struggle more with recruitment and retention compared to larger, urban areas, primarily due to demographic shifts and limited volunteer pools. Training limitations, including insufficient training slots and outdated programs, hinder the preparedness and alifications of volunteers, affecting their motivation and staffing of vacant positions. High perational workloads and administrative burdens further exacerbate these challenges, leading to volunteer fatigue and burnout. Additionally, property and financial constraints also play a significant role, as smaller sections often lack the resources necessary to support extensive recruitment campaigns and volunteer incentives. The study concludes that to enhance volunteer recruitment and retention, THW should modernize its training programs, increase training capacity, and streamline administrative processes to reduce volunteer workload. Additionally, fostering a supportive and appreciative environment, along with leveraging e-learning opportunities, is recommended to better accommodate volunteers' needs and improve their engagement. Addressing these issues is crucial for maintaining an effective disaster response system and ensuring the sustainability of THW's volunteer-based operational model. (Less)

Exploring Volunteer Challenges: Strengthening THW’s Local Disaster Response Capabilities

In an era where disasters are increasing in both frequency and intensity, the resilience of relief aid organizations like the Federal Agency for Technical Relief (THW) is more crucial than ever. This thesis explores the changes and challenges faced by local voluntary THW offices in recruiting, retaining, and managing volunteers, which are essential for effective disaster response. With societal shifts, rising demands on volunteers, and limitations in training, property, or budget, the agency's capacity to effectively respond to emergencies is at risk. This research identifies key challenges and proposes solutions to support THW's continued resilience in protecting communities in a rapidly evolving environment and society.

As Germany is confronted with more frequent and intense disasters, the reliance on volunteer relief organizations like the THW is huge. Volunteers form the backbone of disaster management, yet the THW faces significant hurdles in maintaining its volunteer force. This thesis examines the challenges that THW's local unitsface in sustaining a robust volunteer base and highlightsthe factors that threaten its operational effectiveness. One of the key findings is the disparity between urban and rural THW sections. Urban areas generally have a steady influx of volunteers and a stable volunteer base, while rural sections struggle with recruitment and retaining volunteers. This urban-rural divide creates operational challenges for rural sections, which are essential in providing disaster response across Germany's less populated areas. Another significant challenge identified is volunteer fatigue and burnout. Volunteers, particularly those in leadership positions, are burdened with increasing
workloads, exacerbated by the rising number of operations. The administrative demands placed on these volunteers further contribute to stress, diverting energy away from their core duties of disaster relief. The thesis underscores the importance of addressing these workload issues to prevent stress and ensure that volunteers remain engaged, effective, and satisfied in their roles. Training limitations also pose a significant challenge to THW's volunteer capacity. The research reveals that many local sections face difficulties in accessing sufficient training slots, with outdated training programs. The thesis calls for a modernization of training programs, including the integration of digital solutions, and flexible training options that cater to the diverse needs of today’s volunteers. Financial constraints are another
challenge, particularly for smaller THW sections. While there has been increased investment in recent years, future funding is questioned by many participants. Additionally, local funds are often already insufficient to cover daily operational costs. These financial challenges are more pronounced in rural areas, where the economic base is weaker, limiting the availability of private donations and local
sponsorships. This disparity further widens the gap between urban and rural sections. The study also explores the shifting expectations of volunteers, particularly among younger generations. Unlike previous generations, today’s volunteers often seek roles that offer flexibility, meaningful engagement, and opportunities for personal development. Traditional long-term volunteer commitments are less appealing, necessitating a rethinking of how THW engages with potential recruits. In conclusion, the thesis provides a comprehensive analysis of the challenges faced by THW's local sections in managing their volunteer force. By modernizing training programs, reducing administrative burdens, and improving financial support, the THW can better equip its local sections to meet the growing demands of disaster management. Additionally, adapting recruitment strategies to align with the changing expectations of volunteers is crucial for ensuring a resilient, motivated, and effective volunteer force. By addressing these challenges, the THW can continue to play a vital role in Germany’s disaster management system, capable of protecting communities in an increasingly uncertain world. (Less)
