This dissertation focuses on Sweden’s involvement in applying EU anti-dumping measures within the
framework of its WTO commitments. Laying emphasis on the dilemma of liberal trade policy evident in
Sweden on one hand and safeguarding its Indigenous industries from unfair competition on the other
hand, this research seeks to unravel how this country fulfills its obligations to the EU and the WTO. The
main research question asks: How does Sweden comply with EU anti-dumping mechanisms while
aligning with WTO obligations? The focus of the analysis is on such legislation as Council Regulation

This dissertation focuses on Sweden’s involvement in applying EU anti-dumping measures within the
framework of its WTO commitments. Laying emphasis on the dilemma of liberal trade policy evident in
Sweden on one hand and safeguarding its Indigenous industries from unfair competition on the other
hand, this research seeks to unravel how this country fulfills its obligations to the EU and the WTO. The
main research question asks: How does Sweden comply with EU anti-dumping mechanisms while
aligning with WTO obligations? The focus of the analysis is on such legislation as Council Regulation
(EU) 2016/1036; more detailed attention is paid to the case of the steel and chemical sectors, which
remain the most relevant for anti-dumping disputes.
Integrated, this research first covers a theoretical framework and the principles of EU anti-dumping law
and its implementation by using a legal-dogmatic approach, which is backed up by a comparative law
analysis of EU and WTO trade defense systems. This paper records specific legal premises on which
Sweden relies to justify its implementation of EU anti-dumping measures as well as WTO case
proceedings that have impacted Sweden’s industries.
Discovered are valuable insights suggesting how Sweden is in a predicament of managing open-market
principles with the expectation of EU trade defense responsibilities most especially as WTO decisions
shape EU practices. However, there is also possibility for Sweden to influence EU trade defense policies
more transparent and sustainable. The conclusions highlight the idea of the Swedish biennial report about
its readiness to advance the proposed EU trade strategy reforms that correspond to the international
principles of liberalization of trade relations and national interests, thus presenting it as a supporter of
sustainable and progressive trade policy.
