Abstract
The thesis examines the feasibility of establishing a World Environmental Organization (WEO) in accordance with cosmopolitan principles. In the context of growing global environmental challenges, particularly climate change, the inadequacies of existing governance frameworks – i.a. marked by fragmentation, inefficiency, and limited compliance – highlight the need for institutional reform. The study applies an idea analysis methodology, utilizing deliberative democracy as an analytical framework through ideal types, to evaluate whether a WEO could enhance global environmental governance. The thesis examines the feasibility of establishing a World Environmental Organization (WEO) in accordance with cosmopolitan principles. In the context of growing global environmental challenges, particularly climate change, the inadequacies of existing governance frameworks – i.a. marked by fragmentation, inefficiency, and limited compliance – highlight the need for institutional reform. Operationalizing these cosmopolitan principles, the study examines equitable resource distribution, representation of Global South nations, mechanisms for collective action, and the potential for deliberative processes to bridge national and global interests. Findings suggest that while a WEO could address institutional fragmentation and foster inclusivity, its success hinges on balancing diverse global priorities and ensuring transparent, enforceable mechanisms. This research contributes to the discourse on global environmental governance by exploring the theoretical and practical viability of a WEO as a means to address urgent environmental challenges.
