- The Swedish state's work regarding civil defense and preparedness has always been an outstanding quality of the Scandinavian nation. During the cold war, civil preparedness was a concept that thoroughly defined Swedish society, while the peace brought on by the fall of the Soviet Union put these policies on hold. Recent events however have led to a renewed focus on civil preparedness within Sweden. This paper aims to study how government communication on the issue has evolved from the end of World War 2 until the current day and what that evolution can reveal about the Swedish state’s view on its citizens and itself. and changes within state communication, specifically recurring civil preparedness leaflets. Second, these are analyzed using securitization theory to put the results within a theoretical context. The study found that several aspects of the leaflets hinted at identifiable changes in threat perception, language and rhetoric. Furthermore, using securitization theory it was found that these changes can be put into the context of the state securitizing itself in order to maintain a certain degree of power (Less)
