- Street-level bureaucrats play a vital role in the successful implementation of policies, and their actions significantly shape the outcomes of public welfare programs. In recent years, Swedish social services have faced criticism for their inability to adequately support children at risk of being recruited into criminal networks, despite Sweden's history of having one of the world's best social welfare systems. - Street-level bureaucrats play a vital role in the successful implementation of policies, and their actions significantly shape the outcomes of public welfare programs. In recent years, Swedish social services have faced criticism for their inability to adequately support children at risk of being recruited into criminal networks, despite Sweden's history of having one of the world's best social welfare systems. This thesis aims to explore the structural and organizational factors that impact Swedish social workers' ability to implement National Board of Health of Welfare’s (Socialstyelsens) working model, Children's Needs in Center (BBIC). Through ten qualitative interviews with social workers currently or previously working in accordance with BBIC, this research examines the gaps between ideal policy and actual practice. Using Sweden as a critical case, the study tests implementation theories, particularly those proposed by Michael Lipsky. The analysis reveals that Lipsky's theoretical framework provides some explanation for the challenges faced by Swedish social services in addressing these issues and that Swedish social workers find it difficult to meet the demands of both policy makers and their clients.
