The thesis utilizes security discourses with securitization theory to describe the underlying security ideas presented in the action plans. The essay applies a descriptive idea analysis to map the representation of the climate issue, regarding ideas of security, and evaluate the extent to which it can be considered securitized. Additionally, it aims to describe how the security policy perspectives on climate change in the action plans may have evolved and potentially diverged. A notable difference in how the action plans address climate change, in regards to security, is found in the analysis. The climate action plan from 2019 primarily presents its approach from the perspective of human security and framing climate change as a security threat based on securitization criteria. In contrast, the action plan from 2023 is predominantly framed by the national security discourse and does not recognize climate change as a security threat. (Less)
