Abstract
Since the new term of office began and “Tidöpartierna” came to power, climate politics has reportedly changed direction. There are different ways to view this shift, but from a theory-based approach, the two official Swedish climate action plans from 2019 and 2023 will be analyzed to determine whether security concepts differ. The thesis utilizes security discourses with securitization theory to describe the underlying security ideas presented in the action plans. A notable difference in how the action plans address climate change, in regards to security, is found in the analysis. The climate action plan from 2019 primarily presents its approach from the perspective of human security and framing climate change as a security threat based on securitization criteria. In contrast, the action plan from 2023 is predominantly framed by the national security discourse and does not recognize climate change as a security threat. (Less)
