Abstract
Recently, the government and its supporting party, the Sweden Democrats, have emphasized the importance of public accountability and extensive legal responsibility for public servants. An investigation directive that proposes an extended criminal liability for public servants was introduced in February 2024, as outlined in the Tidö Agreement. This essay aims to analyze the problem representations lodged within this proposal with the help of Carol Bacchi's “What´s the problem represented to be?” approach. Recently, the government and its supporting party, the Sweden Democrats, have emphasized the importance of public accountability and extensive legal responsibility for public servants. An investigation directive that proposes an extended criminal liability for public servants was introduced in February 2024, as outlined in the Tidö Agreement. This essay aims to analyze the problem representations lodged within this proposal with the help of Carol Bacchi's “What´s the problem represented to be?” approach. A diverse selection of texts such as parliamentary motions and debate minutes, opinion pieces, and speeches are examined. The analysis shows that key concepts like power and accountability, corruption, politicization, and public service failure are invoked and made into a “public servant problem”, effectively hiding alternative problematizations where structural conditions and internal values contribute to the functioning of the bureaucracy. Ultimately, the “public servant problem” is discursively constructed as an issue of individual misconduct, which creates a perceived need for tighter control of the public servant. (Less)
