Abstract
This essay investigates the UN's legitimization of the MINUSTAH mission in Haiti and examines how colonial power hierarchies have been reproduced through the mission. By applying a critical discourse analysis (CDA) and Carol Bacchi's WPR-approach, the study analyzes resolutions 1542, 1576, and 1892 to identify the use of language that frames Haiti as an unstable and weak state, depicted as a security risk and a humanitarian crisis. Grounded in a postcolonial perspective, the analysis highlights how colonial power structures persist within the mission. This essay investigates the UN's legitimization of the MINUSTAH mission in Haiti and examines how colonial power hierarchies have been reproduced through the mission. By applying a critical discourse analysis (CDA) and Carol Bacchi's WPR-approach, the study analyzes resolutions 1542, 1576, and 1892 to identify the use of language that frames Haiti as an unstable and weak state, depicted as a security risk and a humanitarian crisis. Grounded in a postcolonial perspective, the analysis highlights how colonial power structures persist within the mission. Drawing on prior research that clarifies the UN's imperialist history and global role, as well as postcolonial theoretical frameworks and paternalistic logic, the study critically examines how these colonial power hierarchies are legitimized on paternalistic grounds. The findings reveal that the UN’s discourse reinforces a hierarchy between the Global North and South, portraying Haiti as dependent on international actors and incapable of addressing its own challenges. This study contributes to a deeper understanding of how humanitarian interventions can function as tools for neocolonial power relations and underscores the need to critically examine global norms in peacekeeping efforts.
