Abstract
This study aimed to explore how municipalities' action plans in Sweden address intimate partner violence in LGBTQ relationships. With the use of a qualitative content analysis the study examined fourteen action plans from municipalities across Sweden. By applying a qualitative content analysis we could point out common themes and categories that recurred in the fourteen action plans. We have analyzed the findings with the intersectionality theory to enable an understanding of how the action plans construct the definition of intimate partner violence and the understanding of violence. This study aimed to explore how municipalities' action plans in Sweden address intimate partner violence in LGBTQ relationships. With the use of a qualitative content analysis the study examined fourteen action plans from municipalities across Sweden. By applying a qualitative content analysis we could point out common themes and categories that recurred in the fourteen action plans. We have analyzed the findings with the intersectionality theory to enable an understanding of how the action plans construct the definition of intimate partner violence and the understanding of violence. By applying the theory of heteronormativity we could elaborate how the action plans maintain the assumption that intimate partner violence is more common in straight relationships. Furthermore, the minority stress theory was applied to create an understanding of the extent of stressors that individuals in minority communities face. The result was that LGBTQ individuals and their specific needs often are marginalized in the plans because of the heteronormative norms shaping both the definitions of intimate partner violence and the strategies to deal with it. The study highlights significant gaps in inclusive measures and suggests that structural and normative barriers contribute to the invisibility of violence in LGBTQ relationships. These insights underline the need for action plans to incorporate intersectional perspectives to ensure adequate support and prevention measures for LGBTQ individuals experiencing intimate partner violence.
