Abstract
Africa has often been a neglected continent that is riff with historical tensions. Russia has sought to exploit this by stoking what remains of colonial tensions, portraying themselves as decolonizers, while simultaneously utilizing active measures to achieve goals, political, economical, and militaral.
This study aims to conduct a comparative case study, based on Lars Ulfvings definition of the doctrine known as “maskirovka” and Thomas Rid´s theory of “active measures”, to examine Russia´s active measures through information influence in Mali and the Central African republic. Modern and old techniques are used to influence information, opinion, and public perception, through traditional media including movies, to covertly funding influencers. The active measures pursued by Russia carry significant spillover risk to neighbouring countries and the continent as a whole, while western attention is very limited to the area. (Less)
