- This research aims to study how the digital tool SKILLS changes social work in the labor market administration in Sweden. A qualitative interview study was carried out, and six social workers were interviewed through semi-structured interviews. In the interviews, attention is drawn to the fact that the digital tool has great significance in the social workers' daily work. SKILLS is a mandatory digital tool used in daily work, and both clients and social workers are required to have access to it. The empirical data has been analyzed based on the empowerment theory. However, the challenges discovered throughout this research regard difficulties for the clients when adapting to SKILLS and the language barriers that may appear when using this tool.
