- Abstract
- Swedish child and youth care is constantly developing. The legislation has revealed the intentions and core values established to guide the social services work with children and young people. According to social research, social workers must manage conflicting demands in their professional practice. - Swedish child and youth care is constantly developing. The legislation has revealed the intentions and core values established to guide the social services work with children and young people. According to social research, social workers must manage conflicting demands in their professional practice. They are required to make context-specific individual judgments within the broader legal framework. The professionals’ actions affect citizens’ perceptions of and access to Sweden’s welfare. This study aimed to investigate how the intentions and core values of the legislation are reflected in selected policy documents, as well as how these are perceived by the citizens who are in some way affected by Sweden’s child and youth care. The method chosen for this study was a qualitative document analysis, with the selection consisting of three key policy documents for social service, along with three autobiographical literary works. The result was analyzed based on Lipsky’s theory of Street-level bureaucracy and Hassenfeld’s theory of Human services organizations. The results revealed that the intention and core values of the legislation are reflected in the social services policy documents and partially reflected in the personal stories. However, the organizational framework affects the social worker's ability to fully reflect the law's core values and intentions to the citizen level. As a result of the social worker’s organizational limitation, there is a discrepancy between personal experiences and society’s intention. (Less)
