This study has explored school counselors' experiences of their professional role in working with mental health issues among adolescents aged 12-19 in Skåne, Sweden. Using a qualitative method based on semi-structured interviews, the study investigated the challenges encountered by seven selected school counselors in their daily practice. The interviews have been conducted at the school counselors' offices. The study has analyzed how organizational factors, such as deficiencies in coordination and resources, have affected their work. Furthermore, ethical dilemmas, role conflicts, discretion, and professional legitimacy within the school organization have been examined. The study is related to previous research on school counselors' discretion, the need for new approaches, competence, professional identity, and interprofessional collaboration. Michael Lipsky’s theory of street-level bureaucracy has provided the theoretical framework for analyzing organizational conditions. Furthermore, the approach has shifted between Lipsky’s definition of discretion and the broader interpretations of discretionary space offered by Kerstin Svensson and other scholars. The results have indicated that school counselors experience considerable discretionary space, but that this can lead to challenges in prioritization and workload management. The study has also revealed the ambiguous role of the profession in contrast with other professions within the school and a shifting role from being supportive to therapeutic, which has affected their professional legitimacy. The findings of this study contribute to insights into the complex factors shaping school counselors’ work. (Less)
