Abstract
This study aimed to examine how school counselors, based on equal treatment policies, work with issues regarding gender identity and gender expression in the school setting. The chosen method for this study was a qualitative method, where six semi-structured interviews with school counselors were conducted to gather empirical evidence. Michael Lipsky´s theory regarding street-level bureaucracy and his concept of discretion was used to analyze our empirical evidence, along with other notions linked to the underlying theoretical framework. This study aimed to examine how school counselors, based on equal treatment policies, work with issues regarding gender identity and gender expression in the school setting. Michael Lipsky´s theory regarding street-level bureaucracy and his concept of discretion was used to analyze our empirical evidence, along with other notions linked to the underlying theoretical framework. In addition, norm-critical pedagogy was used to highlight how norms are being constructed and upheld in the school environment. The results illustrate how school counselors have great discretion in their daily work. Most interviewees expressed how they focus on building relationships with students to open up for open discussions and create a safe and welcoming environment. One prominent aspect during most interviews was the lack of mandatory guidelines, as well as the lack of expertise regarding issues concerning gender identity and gender expression. Beyond that, the equal treatment plan was not described as important for the school counselor´s daily work or their work with issues regarding gender identity and gender expression. However, the equal treatment plan was described as essential for guidance in the events of harassment and discrimination as well as ensuring appropriate measures are taken. (Less)
