Uganda’s Refugee Response Through the Lens of Integration: An Analysis of Stakeholder Perceptions

Uganda hosts many refugees in protracted situations, making local integration a prevalent solution. This paper examines how effectively Uganda’s refugee response facilitates integration of refugees as perceived by key stakeholders. Uganda is often described as an example of successful local integration, but major funding cuts and increasing numbers of refugees raise questions about how well the system supports integration. An abductive thematic analysis was used to examine the 16 interviews with key stakeholders, including UNHCR, the Ugandan government, donors, and INGOs. This analysis finds that Uganda's refugee response supports integration within certain areas, but that the system as a whole fails to fully support refugee integration due to weaknesses in other areas. Inductive dimensions of the conceptual framework are also identified, expanding the framework's applicability to low-income and neighboring host countries. (Less)
