- Abstract
- This thesis investigates how Swedish municipalities perceive and interpret their responsibilities within crisis management, specifically regarding the provision of food to schools and care facilities. In the context of Sweden's civil defense there is considerable uncertainty about the division of responsibilities between governing actors. By analyzing how they perceive and try to fulfill their responsibilities, this thesis seeks to contribute to the understanding of local crisis preparedness. - This thesis investigates how Swedish municipalities perceive and interpret their responsibilities within crisis management, specifically regarding the provision of food to schools and care facilities. In the context of Sweden's civil defense there is considerable uncertainty about the division of responsibilities between governing actors. By analyzing how they perceive and try to fulfill their responsibilities, this thesis seeks to contribute to the understanding of local crisis preparedness. A central focus is placed on how municipalities define which groups fall under their care and within what time frame they plan provisions for those groups. The theoretical framework is grounded in resilience theory, which enables an analysis of the capacity to maintain critical societal functions within municipalities during a crisis.
An extensive survey with 112 responding municipalities was conducted in order to examine their work with crisis preparedness. Findings show that all participating municipalities acknowledge a responsibility to provide food to schools and care facilities during crises. However, there is significant variation in how this responsibility is interpreted and operationalised at the local level. The differences in how municipalities interpret, and work to fulfill their responsibility, reveals important disparities and weaknesses in local resilience. (Less)
