This study aims to scrutinise Serbia’s adaptation to the Copenhagen criteria between 2017 and 2024, by examining the country’s progress and challenges in its path toward EU membership. By using Andrew Moravcsik’s Liberal Intergovernmentalism as the theoretical framework, the research analyses how domestic political preferences, institutional dynamics and international bargaining have shaped Serbia’s alignment with the EU standards. This study aims to scrutinise Serbia’s adaptation to the Copenhagen criteria between 2017 and 2024, by examining the country’s progress and challenges in its path toward EU membership. By using Andrew Moravcsik’s Liberal Intergovernmentalism as the theoretical framework, the research analyses how domestic political preferences, institutional dynamics and international bargaining have shaped Serbia’s alignment with the EU standards. Emphasis is placed on areas highlighted in the European Commission’s annual progress reports, including free and fair elections, parliamentary oversight of the executive, the rule of law, anti-corruption efforts, civil society development, media freedom, judicial independence, minority protection, market economy reform, administrative capacity and the normalisation of relations with Kosovo. The finding indicates a pattern of selective and often inconsistent adaptation, shaped by Serbia’s strategic interests, domestic political pressures and the broader geopolitical context. This research contributes to the understanding of how intergovernmental dynamics and national interest mediation influence enlargement processes in semi-consolidated democracies. (Less)
