- Abstract
- This thesis explores how teachers experience safety within their workplace and how school administration actions shape those experiences. The investigation examines how teachers interpret and operationalize the provisions of chapter 5 of the Swedish Education Act (SFS 2010:800) revealing the tensions between the law and the complex realities of school practice.
Data collected through a survey of 141 teachers representing diverse areas of different schools across Skåne County. For the theoretical framework, Michael Lipsky’s concept of street-level bureaucracy was employed. Emphasis was placed on how teachers frequently rely on their own judgement when legal and guidelines are unclear or insufficient.

A mixed method design was applied to integrate quantitative survey data with the teachers’ qualitative reflections. Previous studies found that threats and violence are common among teachers, which affects their occupational health. Although a majority of teachers are aware of the Education Act (SFS 2010:800), its implementation is frequently undermined by inadequate resources, direction and leadership, thereby compromising the effectiveness of safety measures that the law intended. The findings demonstrate that the Education Act’s efficacy relies on its integration within organizational framework and sustained institutional backing, facilitating comprehensive enactment of its mandate and enhancing support for teachers.
