- Abstract
- This study aimed to investigate how a Swedish standard, developed by the Swedish Institute for Standards, can support local governments in their efforts to implement the 2030 Agenda. Local authorities have been identified as key actors in the transition towards sustainable development, making the standard a potentially valuable tool. To achieve this aim, interviews were conducted with local government officials that in some way have been using the standard in their strategic work. - This study aimed to investigate how a Swedish standard, developed by the Swedish Institute for Standards, can support local governments in their efforts to implement the 2030 Agenda. The results showed that the standard has been utilized in different ways across organizations — as a checklist, as a foundation for political decisions and sustainability programs, and as a source of inspiration. The standard appears to be particularly useful for organizations that have not previously engaged in systematic sustainable development efforts. Conversely, organizations with already integrated approaches to sustainability have criticized the standard for oversimplifying complex issues and lacking sufficiently concrete tools. The implementation of the standard relies on political decisions that enable necessary changes, which is not always the case. Consequently, organizational leadership plays a crucial role in preparing the organization for collaboration, long-term planning and systematic approaches, ensuring it is ready if a decision is made at a later stage. Vägledningen med namn SS 854000:2021 fokuserar på integrering av hållbarhetsarbete, vilket betyder att hållbarhetsfrågor inkluderas i kommunen eller regionens styrning och ledning av hela verksamheten. Målsättningen är att all verksamhet inom organisationen ska göras på ett hållbart sätt och enligt vägledningen uppnås detta genom att inkludera hållbar utveckling i ordinarie processer istället för att hantera det som ett separat område. Med bakgrund av en tidigare studie som visade att vägledningen inte har fått stort genomslag i de skånska kommunerna uppstod frågan om hur den har tagits emot i Sverige i stort. Genom intervjuer med representanter från sju kommuner och tre regioner som på olika sätt har använt vägledningen i sitt strategiska arbete undersöktes hur den har använts och vad det finns för upplevda styrkor och svagheter. Intervjuerna visade att vägledningen kan utgöra ett stöd i arbetet med att integrera hållbar utveckling, men att användningspotentialen beror på kommunen eller regionens mognadsgrad inom hållbarhetsområdet. Den är möjligen mer användbar för kommuner och regioner som inte har ett systematiskt hållbarhetsarbete på plats sedan tidigare, samt för mindre kommuner och regioner där det ofta är en ensam strateg som ansvarar för hela organisationens hållbarhetsarbete. I kommuner och regioner som har kommit en längre bit på vägen kan den uppfattas som alltför grundläggande och vag istället för det konkreta verktyg som många hade hoppats på. I och med kommuner och regioners särskilt viktiga roll i omställningen till en hållbar utveckling är all kunskap om hur arbetet kan gå till i praktiken viktig. Därför behövs vidare forskning om hur vägledningar som denna kan göras mer träffsäkra, för att utgöra ett bättre stöd för kommuner och regioner. (Less)
