This study aims to explore how professionals working with preventive social work reason regarding the understanding of the term preventive social work. Furthermore, the study looked into how current discourses were presented by the social workers. In addition, we also aimed to explore the potential benefits and challenges associated with preventive social work. This was examined in light of the new social service law that is planned to be implemented. The chosen methodology for this study involved qualitative semi-structured interviews, which were conducted with six social workers involved in a location-specific project focusing on the implementation of preventive work. The social workers represented both street-level bureaucracy and management. To analyze the empirical data, we utilized two theoretical frameworks: the discourse theory developed by Laclau och Mouffe and domain theory. Discourse theory was used to reveal how the social workers viewed preventive social work and the discourses surrounding this area affected them. Domain theory disclosed organisational practices and how these influenced the social workers. The study finds a positive attitude among the professionals regarding the increased focus on preventive work. However, it also points out the need for a unitary definition of the term. There was also an issue regarding the need to motivate the preventive work for a governing domain. Additionally, the results indicate that cooperation both within and between organisations was deemed a necessity to achieve successful preventive work. Nevertheless, this cooperation was not always easy to achieve, where, for instance, different views on how the cooperation should be structured were deemed a hindrance. (Less)
