- Abstract
- This study aimed to investigate how institutional staff at special residential youth homes operated by the Swedish National Board of Institutional Care (SiS) experience their authority under coercive legislation. How they perceive their power position regarding the youths, and which ethical dilemmas may arise in their work. The study also explores the experiences regarding the criticism directed at SiS-homes and the institutional staff's perspectives on improvements. - This study aimed to investigate how institutional staff at special residential youth homes operated by the Swedish National Board of Institutional Care (SiS) experience their authority under coercive legislation. How they perceive their power position regarding the youths, and which ethical dilemmas may arise in their work. The study also explores the experiences regarding the criticism directed at SiS-homes and the institutional staff's perspectives on improvements. We conducted a qualitative study in which data were collected through six semi-structured interviews with institutional staff in Skåne, Sweden. The interviewees were recruited through different sampling and then we performed a thematic analysis by coding and analyzing the material. The study found that the institutional staff find it hard to work with the youths, both regarding violence and building relationships in their professional role. The power can be difficult to balance, which can lead to ethical and emotional challenges. Ethical challenges are based on low resources, and at the same time, the staff are experiencing a strong desire for improvement and see a need for increased competence, better structure, and more support from the management side. The criticisms towards the institutions are justified in many aspects; however, there are also a lot of positive perspectives. The study highlights important opinions and key areas for organizational development. (Less)
