Critical discourse analysis of debates on sexual and reproductive rights policies in the Peruvian Parliament in the context of political polarization

The growing demand for the recognition of sexual and reproductive rights as a fundamental part of human rights by the approval of policies that make access to them a reality has been classified as one of the factors fueling political polarization, a phenomenon that seems to be transforming global politics, and which was consolidated in the Peruvian context after the 2021 elections. The growing demand for the recognition of sexual and reproductive rights as a fundamental part of human rights by the approval of policies that make access to them a reality has been classified as one of the factors fueling political polarization, a phenomenon that seems to be transforming global politics, and which was consolidated in the Peruvian context after the 2021 elections. In the middle of this panorama, the present thesis aims to study that affirmation, taking parliamentary debate and discourse as its epicenter, for being the Parliament the place of deliberation where policies are debated and approved. Thus, it seeks to identify the discursive strategies deployed by Peruvian parliamentarians during debates on sexual and reproductive rights policies during the 2021-2026 legislative period as well as to analyze how these strategies can play a polarizing role. Drawing on Critical Discourse Analysis, four key debates were examined. It was found that discursive strategies such as delegitimizing opposing proposals, the strategy of subversion and the strategy of affirmation were employed by parliamentarians to construct the ‘Us’ vs. ‘Them’ narrative to generate polarization.
The present research seeks to contribute to the literature on sexual and reproductive rights, discursive strategies, discourse analysis and language in parliamentary political discourse. (Less)
