The study is conducted through a qualitative text analysis of key EU policy documents. This is complemented by process tracing to identify causal mechanisms. I have also investigated policy documents that shed light on the European Defense Fund and how that was implemented. The study concludes that the Commission has become a central actor in EU security politics. (Less)
