This is a qualitative interview study which focuses on the work performed by probation officers in Sweden in relation to the convention of the rights of the child when working with youth convicted to youth probation. Its purpose is to examine the probation officers perceived room of discretionary actions in their work with preventing recidivism. Utilizing Lipsky’s theory on street level bureaucracy, this study aims to answer the following questions: what practices are implemented by youth probation officers and how they apply their discretionary actions
The data was collected through ten semi-structured interviews with sixteen youth probation officers in ten different probation offices in Sweden. The interviews were designed with the study's three questions in mind. Our chosen analysis method is of qualitative design and uses a thematic content analysis where we aim to find patterns in the data collected through the interviews.
Our results indicate that the main factor for perceived success in preventing recidivism is the motivation of the youth and whether they have a steady occupation or not. The probation officers work after guidelines to prevent relapse of the convicted youth. We also found a need for a more comprehensive education regarding youth behavior. (Less)
