Abstract
Title: The economic impact of posted workers in construction projects

Aim & goal: The purpose of this study is to gain a better understanding of the economic differences that incurr when employing posted workers compared to swedish labor. The goal is to identify the economic advantages and disadvantages associated with these two different employment methods.
Research questions:
1. How does posted labor affect the economy of a construction project?
2. What economic consequences are related to safety, work environment, quality and
communication?
3. What are the main economic advantages and disadvantages of hiring posted workers?
Method: The report is based on literature studies and interviews with stakeholders in different positions within the industry. Five interviews were conducted with representatives from three different perspectives: trade unions, Swedish construction companies and a posted worker.
Findings : Hiring posted workers can offer economic advantages for the developer, but also entails significant challenges. Although tenders are often lower, additional costs arise during the course of the project. These include administrative expenses related to the registration of posted workers, as well as the need for translations of routines and instructions to ensure a safe working environment. Practical costs also rise, expenses for accommodation, per diem allowance, supervision and internal training programs are typically not occurring when employing domestic workers. These factors negatively impact both the budget and the project timeline.
Ensuring a safe work environment also requires particular attention when workes bring differing safety experiences and expectation. As is often the case with posted workers. To avoid accidents and potential sanctions, the developer has an increased responsibility to ensure that the workplace follows the rules and safety precautions.
All respondents state that the use of posted workers entails an economic gain, partly through greater opportunity to press deadlines and partly because the total costs are lower.
