Based on six interviews with employees at cultural institutions, this study investigates how events in support of Palestine were restricted by the Copenhagen municipality in the period between November 2023 and March 2024. Following Braun and Clarke’s (2022) approach to reflexive thematic analysis, I analyse the interviews and draw on theoretical perspectives regarding anti-Palestinian racism, criminalisation of dissent and Foucauldian notions of power to understand how a ‘Palestine exception’ was created in the cultural institutions of Copenhagen. Based on six interviews with employees at cultural institutions, this study investigates how events in support of Palestine were restricted by the Copenhagen municipality in the period between November 2023 and March 2024. Following Braun and Clarke’s (2022) approach to reflexive thematic analysis, I analyse the interviews and draw on theoretical perspectives regarding anti-Palestinian racism, criminalisation of dissent and Foucauldian notions of power to understand how a ‘Palestine exception’ was created in the cultural institutions of Copenhagen. I explore how ambiguous communication worked to enable and obscure the repression of pro-Palestine speech. The study concludes that the construction of Palestine as a problematic subject matter in municipality spaces is a form of anti-Palestinian racism that silences and ignores Palestinian perspectives, as they challenge the legitimacy of the settler colonial state of Israel. Finally, I argue that the Palestine exception in cultural institutions of Copenhagen can be understood as an example of ‘petty states of exception’, where a smaller group within society is subjected to restrictions of rights, while the rights of the majority group remain unaffected (Fassin 2014). This dynamic enables the majority’s perception of universal rights to persist unchallenged as it continues to reflect the reality of the majority. (Less)
