The thesis analyzes and explains the current situation for the Russian minority in Estonia. Using Oren Yiftachel’s theoretical framework of Ethnocracy, it examines key documents related to integration, such as the constitution and policy documents, through textual analysis. It briefly covers the integration process from independence in the 1990s to the present. The findings of the study shows that there are integration strategies in place, due to international pressure from the EU and shifts in attitudes within the Estonian political establishment. The thesis analyzes and explains the current situation for the Russian minority in Estonia. Using Oren Yiftachel’s theoretical framework of Ethnocracy, it examines key documents related to integration, such as the constitution and policy documents, through textual analysis. It briefly covers the integration process from independence in the 1990s to the present. The findings of the study shows that there are integration strategies in place, due to international pressure from the EU and shifts in attitudes within the Estonian political establishment. However their effectiveness remains limited in some areas. Recently the country has experienced setbacks towards more ethnocratic policies, especially in the drastically decline of the electorate in local elections. This is, arguably, mainly a response to the ethnocratic diaspora policy of the Russian Federation and the worsening relations between the two countries due to the Russian invasion of Ukraine. The study extends the concept of Ethnocracy from being structure-centred to feature-centred, and from a purely state-centred relationship between minority and majority populations to also include international organisation and diaspora policies, and puts it in the context of the new geopolitical reality in the Baltics.
