- This study aimed to examine how social workers in financial assistance and intimate partner violence services define and identify economic abuse. The study was guided by Goffman’s frame analysis and Lipsky’s theory of street-level bureaucracy. A qualitative research design was employed, based on six semi-structured interviews with social workers. The findings indicate that social workers in intimate partner violence services share a common understanding of economic abuse within their work group, while this understanding differs across professional groups. Social workers in financial assistance report having sufficient knowledge to define the phenomenon but express a need for further knowledge and support to translate this understanding into practice. The results further demonstrate clear differences between the professional groups in how economic abuse is identified in client encounters. These differences cannot be explained solely by individual working methods; rather, they appear to be shaped by differing organizational mandates. Additional contributing factors include variations in professional legitimacy to address violence-related issues and differing conditions for the exercise of professional discretion. (Less)
