Abstract
This thesis uses the ?What's the problem?-approach developed by Carol Lee

Bacchi. This approach studies how the problem that a certain policy is supposed

to take care of is represented. Each representation will rest upon certain

assumptions and will accordingly support certain solutions while other solutions

will be considered less suitable to the problem as it is represented.

The thesis therefore evaluates the competing problem representations for

gender mainstreaming in Sweden. The theory chapter explores two development

possibilities for gender mainstreaming, based on diversity and deliberative

The problem representations are identified in newspapers, government bills

and in the policy for gender mainstreaming in the Swedish government office.

The main result is that the dominant problem representations mainly rest upon

assumptions that support the prevailing policy while they make the reform

proposals appear to be unsuitable for the problem. (Less)
