- Abstract
- After the orange revolution in Ukraine, hope was given to achieve fully
democracy in the whole society. However, this has not been the outcome; the
Ukrainian public administration still has problems to deliver what the society
demands. By answering the question: ?Which problems have the public
administration to become democratic and how can we explain them??, we analyze
the failures within the public administration to accomplish democratic procedures.
The empirical material in this thesis is mainly obtained from interviews and
research during a field study in Ukraine. The problems for the civil servants in
Ukraine to act as guardians of the society are strongly connected to an inadequate

Ukraine to act as guardians of the society are strongly connected to an inadequate
professional knowledge. Also, unclear legislation, lack of tools holding the
servants accountable and low level of trust, are problems which lead to corruption
and to the democratic deficit. The cause of many of these problems can be
derived from the theory of path dependency. One condition for Ukraine to
dissolve the negative pattern is that external actors from Europe force and
influence the country to adopt democratic values and procedures through
convergence and conditionality. Thus, we have answered the second question in
the thesis: ?Are international relations with Europe a prerequisite to achieve
democratic procedures in the public administration?? (Less)
