- Abstract
- Crisis management planning is a relatively new policy area in the European countries. It has materialized since the fall of the iron curtain and because of the increased interest to prevent wide-ranging national emergencies. In Sweden, the county administrative board has a key obligation to perform risk analysis guidelines. This assessment involves identifying crisis, planning response to the crisis and, if necessary, confronting and resolving the crisis in the geographic area of the region. - Crisis management planning is a relatively new policy area in the European countries. It has materialized since the fall of the iron curtain and because of the increased interest to prevent wide-ranging national emergencies. In Sweden, the county administrative board has a key obligation to perform risk analysis guidelines. This assessment involves identifying crisis, planning response to the crisis and, if necessary, confronting and resolving the crisis in the geographic area of the region. The purpose of my thesis is to examine if there are any differences in crisis management planning between the county administrative boards? risk analysis guidelines. Moreover, my intention is to develop a model for explanation of the possible differences with Jeffrey L. Pressman, Aaron Wildavsky and Michael Lipsky's implementation theories.
The study contains interviews with eight public servants at the regional level and a general analysis of the vast majority of regional risk analysis guidelines. The material is analysed under the influence of implementation theory. The result shows, among other things, that there is no comprehensive set of pre-written templates for the crisis management planning at the regional level. All public servants confirm that they face a difficulty with the applicable regulations that makes it hard to determine the implementation conditions. The theoretical suggestions to solve this matter, provided by Pressman, Wildavsky and Lipsky, are far too controversial to be applied in the Swedish context. (Less)
