- The present study attempts to investigate the contradiction between the respect for national diversity and convergence towards to EU goals as it is set in the Open Method of Coordination and the European Employment Strategy. This study
discusses the effect of this contradiction on the mutual learning processes at the national level. The hypothesis is based on this contradiction and is as follows: The
tension between the claims of diversity and convergence embodied in the OMC

Based mostly on interviews, available
research and analysis of documents, the empirical example of Latvia identifies those challenges that are faced on a day-to-day basis in this country. (Less)
