Is Europeanization of the Public Sphere in Media Finally Emerging? Discussed in Context of the EU Media Policy and Changing Trends within the European Media Structure

Abstract
The contentious issue of identification of any early signs of the emergence of European public sphere in media is the primary topic of this paper. The qualitative analysis is focused on comparing cross-media empirical data from the previously published research in the area of the television, newspapers, and the new media (internet) which shows on more ideological than nationally based framing of the European transnational debate. The article argues that early signs of emergent Europeanized transnational public sphere in political communication are possible to be positively identified, however, the scale and pace of the progress is relatively slow and is still predominately confined to the most integrated agenda within the EU integration... The contentious issue of identification of any early signs of the emergence of European public sphere in media is the primary topic of this paper. The qualitative analysis is focused on comparing cross-media empirical data from the previously published research in the area of the television, newspapers, and the new media (internet) which shows on more ideological than nationally based framing of the European transnational debate. The article argues that early signs of emergent Europeanized transnational public sphere in political communication are possible to be positively identified, however, the scale and pace of the progress is relatively slow and is still predominately confined to the most integrated agenda within the EU integration process such as the EU economy. The debate is also put into context with the EU media policy and the role of Commission in particular, which was instrumental, is setting up several important parameters for this regulatory framework such as media pluralism, balancing between the economic interests of the internal market and civil-society concerns. A suggestion for reform is made in the sense that individual driven and open political discourse rather than principally EU level imposed incentives for political communication is a more viable option for increasing the pace of the Europeanized public sphere in media which is likely to help offsetting the ongoing democratic deficit and strengthen the European identity among EU citizenry, nevertheless, the revitalization efforts of the public broadcasting services both nationally and on the community level should not be omitted.
