There are trends in what have been in focus while doing reforms in the health care sector. From planning in the 1960's and 1970's to decentralization in the 1980?s, continuing with market principles as competition in the 1990?s. The events can be understood as a reaction to the context of where the health care is a part, where especially economy is an important factor.

It is also clear that health care is a particular diffucult area to organize, mainly due to its size, many actors, its high grade of professionalism and its complex organization. (Less)
