Abstract
The London congestion charging scheme has been in place since the 17th of February 2003 and there is little doubt that, so far, the objectives set out prior to the introduction of the charge have been achieved. The purpose of this paper is to examine the effect the congestion charge have had on the air quality in central London. This was done by studying daily data on a number of pollutants that can be connected to vehicle emissions, both before and after the introduction of the congestion charge. The pollutants studied include nitrogen oxides (nitrogen dioxide and nitric oxide), carbon monoxide and hydrocarbons (benzene and 1,3 butadiene). The result of this study show that the levels of carbon monoxide and hydrocarbons have fallen... (More)
