Abstract
The state of the Russian Armed Forces during the 1990’s was so critical that experts warned for a collapse. This thesis examines the relationship between rhetoric and measures taken concerning the capacity of the Armed Forces during Putin’s presidency. Studying the Russian Armed Forces is of interest since they influence and affect both the regional and global order. The theoretical foundation of this thesis clearly holds thoughts of realism although combined with a constructive perspective using the securitization theory of the Copenhagen School. The state of the Russian Armed Forces during the 1990’s was so critical that experts warned for a collapse. This thesis examines the relationship between rhetoric and measures taken concerning the capacity of the Armed Forces during Putin’s presidency. Studying the Russian Armed Forces is of interest since they influence and affect both the regional and global order. The theoretical foundation of this thesis clearly holds thoughts of realism although combined with a constructive perspective using the securitization theory of the Copenhagen School. The developed and used analysis tool includes both rhetoric and measures taken. A discourse analysis shows that Putin wanted to build up “a fundamentally new image of the Armed Forces”, that the crisis was over and that the modernization of the Armed Forces was initiated. An open analysis of measures taken showed that effort has been made enhancing the military capacity even though the actual effect during Putin’s presidency was modest. The conclusion is that word was put in to practice in the ambition to strengthen the capacity of the Armed Forces. (Less)
