Abstract
This thesis aims to examine what significance the output of a citizen panel constitutes to a municipality’s administration. Citizen participation projects have increased in popularity due to decreasing electoral participation and fewer members in political parties. This constitutes a democratic problem as well as a problem of weakened information channels for the decision makers. There is a need for new ways of gathering ideas, opinions and knowledge from the public and using citizen panels is one method of doing so. This thesis aims to examine what significance the output of a citizen panel constitutes to a municipality’s administration. Citizen participation projects have increased in popularity due to decreasing electoral participation and fewer members in political parties. This constitutes a democratic problem as well as a problem of weakened information channels for the decision makers. There is a need for new ways of gathering ideas, opinions and knowledge from the public and using citizen panels is one method of doing so. Also, it is here claimed that the use of a citizen panel as a carrier of knowledge could enhance the position of the public administration within the local policy process, in relation to the politicians. However, it has been questioned if this kind of citizen participation is of value to the public administration on a local level. In the municipality of Lomma, a citizen panel has been used to increase citizen participation and to generate new ideas. From the administrations perspective, it is here shown that the panel has only to a modest extent served as a carrier of valuable knowledge to the public administration and therefore has not entirely fulfilled its purpose. Thus, the citizen panel has neither affected the position of the public administration within the policy process. (Less)
