- In the last couple of years the lack of housing and homelessness has increased in Malmö. At the same time there has been a discussion about the importance of housing as a part of the aftercare related to social work. Malmö has a goal stating that people that have stayed in hospital, treatment or served a prison sentence shall be offered a drug-free housing with a personalized support. We were interested in how social workers dealt with this tension regarding the lack of housing and the important aftercare and how they were affected by this in making their decisions. The purpose of this study was to examine how social workers who worked specifically with these housing-related questions reasoned about their discretion and practice. The study was made with an inductive approach, however Lipsky’s theories about street level bureaucrats were used as help to approach the field. The aim was to problematize the concept of discretion using qualitative interviews and relevant literature. We used semi-structured interviews in our study and we interviewed seven social workers that worked in different areas in Malmö. All the social workers in our study described their discretion as wide even though many factors such as the organisation, colleagues and current policy affected and had impact on their discretion. Lipsky (1980) described how discretion occurs between profession and organization and we have in our study argued for a wider interpretation of the concept. We examined how discretion is a very complex phenomenon that is significantly affected by structural and organisational factors. (Less)
