- The international guest worker programmes as well as labour migration have had substantial impact on the economic development of many parts of the world including Europe, the United States, Canada, the Gulf States, Japan, as well as increasingly many other parts of the world.
The severe shortages of labour due to low fertility and population ageing in the developed world have in the recent decades created substantial illegal migration flows that are the inevitable answer to the
demographic changes sweeping the world, but for a number of reasons are a cause for concern.

This research argues that given specific programme arrangements, which in different forms exist in successful guest worker systems around the world, as well as some context specific amendments, the
guest worker programmes can improve the envisaged EU migration policy and help alleviate the challenges of population ageing in Europe. (Less)
