The question addressed in this paper is: can the guest worker programmes, given their historic failures and labour abuses, associated with them, help to alleviate the challenges of population ageing in the EU?
This research argues that given specific programme arrangements, which in different forms exist in successful guest worker systems around the world, as well as some context specific amendments, the
guest worker programmes can improve the envisaged EU migration policy and help alleviate the challenges of population ageing in Europe. (Less)
