- Abstract
- Ethiopia is implementing a Productive Safety Net Program (PSNP) as of 2005, claimed to be the largest social protection program in Africa, which sets out to link relief to development and curb the country’s long over dependence on food aid. This research,thus explores the theoretical framework regarding social protection programs and their ability to bridge the gap between relief and development by relating it to what is planned and implemented in Ethiopia and what lessons it can share to similar programs. However, due to the limited scope of this research, the broader discussion on social protection measures had to be narrowed down to the specific context of safety nets and their role in linking relief to development.

A comparative study was conducted in two Woredas of the country to see what
combination of factors brought about achievement of graduation in one and what factors are hindering this in the other. The study was conducted through the use of interviews, focus group discussions, review of pertinent documents and literature in this regard.
Adequate and appropriate types of transfers coupled with a range of enabling environments proved to be important factors for ensuring food self-sufficiency of the beneficiaries and their graduation out of the program. (Less)
