- Abstract
- This thesis studies all regional risk- and vulnerability analyses of Swedish county administrative boards
from 2006. The method used in this descriptive study is direct content analysis based on theoretical
models and relevant research areas. In total, 51 questions for each of the 20 county administrative boards
has been answered where some answers have been quantified. The results of the study reveal that the
analyses are insufficient as data for decisions regarding national emergency preparation. The main
problems with the analyses are: (1) lack of connection between the analysis and proposed actions, (2) vast
differences in general structure, purposes and scope between the different counties, (3) lack of thorough

nationally set tools, frameworks for processes and clear key definitions. Cooperation between agencies
with central responsibility contra county administrative boards with regional responsibility also needs to
