Abstract
Abstract This paper is about how to define and improve implementation. It is based on a study of how a Swedish local authority has been working with seven labour-market projects and whether or not it has been successful in implementing the results. The methods we have used are interviews and examined project documents. The applied implementation theory consists of three central concepts; understanding, ability and willingness. An organization theory of culture has also partly been used. The outcome indicates that an organization must be aware of four perspectives in order to be successful, by going from a project to being part of the ongoing organization. A good economic basis for implementation and no legal restraints on implementing the project method, once it is completed. We hope further studies are going to be made along the same theme: how local authority projects can achieve long term effects in accordance with the Lisbon strategy. (Less)
