The Lisbon treaty entered into force on the 1st of December 2009 and this alters the way the European Union is governed. This thesis examines if some of the most important constitutional changes will enhance the democratic legitimacy of the European Union. The focus of my analysis is on the following aspects: that the use of qualified majority voting has expanded in the Council of Ministers; that the European Parliament has gained greater influence over EU-politics and that the role of the national parliaments has changed in several ways.

The Lisbon treaty entered into force on the 1st of December 2009 and this alters the way the European Union is governed. This thesis examines if some of the most important constitutional changes will enhance the democratic legitimacy of the European Union. For my analysis I use two democracy theories: one is based on Robert A. Dahl’s book “Democracy and its critics” and the other is the deliberative democracy theory.
The result of my analysis is that democracy will increase in my chosen areas. However, in my conclusion I elaborate my result by taking into account the differences between the starting points of my two chosen theories and how this might affect the outcome. (Less)
