The question to be determined is whether the unfreedom from hunger of vulnerable and marginalized groups can be overcome by implementing development programs relating to the right to food as a component of the right to development and utilizing the Human rights based approach to development Programming. Vulnerable and marginalized groups often are encumbered by the problem of endemic and transient hunger pushing them further into the cycle of poverty and dependency. Such that it becomes pertinent that development programmes must focus on their vulnerable situation to empower them and bring them out of food dependency. This paper provides a critical analysis of the food programming processes in light of the right to development from the HRBA perspective. It presents an opportunity of analysis of whether the unfreedom of hunger of the marginalized can be overcome through the development processes if implemented from a human rights based approach which envisages processes that are open, accountable, and participatory and seek to empower people to realize their rights. The paper suggests among other issues that the right to food has to be treated as a core component of the right to development whereby food related issues are treated as part of the Nation development agenda. This mean that programmes have to be focused at the household level as well as national level recognizing that having national food sufficiency does not mean having a nation that is hunger free as those who lack the entitlement to produce their own food may are also likely not to have the means to procure food hence remain dependent on food hangouts. Given the complexity of food insecurity in Malawi programs should not only seek to increase the national maize output thereby promoting economic growth but should also seek to reduce overall insecurity, reduce poverty and vulnerability. The paper also contextualizes the HRBA into the context of Malawi recognizing the hierarchy of authority from central government to local traditional authorities. It suggests how a programming approach of the HRBA can be implemented in the country. (Less)
