The Practice of Torture in Peru and its Mechanisms of Impunity. What could be done to tackle them?

Abstract
Today the practice of torture around the world continues being widespread and rampant and Latin America is not far from that reality. Although, many countries in Latin America have overcome civil wars and authoritarian governments that used torture as a means to silence the disagreements of political opponents or to fight against the enemies of the State, the practice of torture continues being part of everyday life in a large number of countries in Latin America including Peru. Today the practice of torture around the world continues being widespread and rampant and Latin America is not far from that reality. Although, many countries in Latin America have overcome civil wars and authoritarian governments that used torture as a means to silence the disagreements of political opponents or to fight against the enemies of the State, the practice of torture continues being part of everyday life in a large number of countries in Latin America including Peru. The practice of torture in Peru is not a new phenomenon in its history. It is a conduct that started in the years previous to the period of the internal armed conflict (1980-2000). What the period of internal armed conflict did was to stress a practice that already existed in the country, becoming it widespread and systematic committing violations of unprecedented proportions. Nowadays, the practice of torture in Peru is still a problem, the persistence of cases and the impunity in which this crime operates show that the government fails to comply with its international human rights law obligations. The present study will seek to examine if the government of Peru complies with its international human rights law obligations regarding the prohibition of being subjected to torture and to identify the mechanisms of impunity in which this crime operates in order to propose some particular recommendations to situations identified because the only way for proposing recommendations is making visible the problems in order to raise awareness and finally to make changes.
