- This thesis examines the external energy policy of the European Union in a two-step approach. First, an analysis of the degree of actorness that the EU has achieved in this new policy field is carried out on the basis of the theoretical concept introduced by Bretherton and Vogler. It is argued that the EU only possesses fragmented actorness in all three dimensions examined.
